Delegate Foster, G. moved to amend the bill on page 7, line 46, by striking, subdivision (3) in its entirety and inserting in lieu thereof the following, “(3) Any balance remaining in the fund at the end of any state fiscal year shall be dedicated to the treatment of substance abuse within the state of West Virginia.”
